Only when they're sandbaggers or they're not *that* low rated, or they're using an engine (some 1300 I played in unrated rapid lol).
In your case, it's none of the above. I know he/she was only an 1100, and played pretty horrible moves, but playing 3 seconds/move in a 15+10 game is giving your opponent a huge advantage, and even an 1100 can spot a mate in 1, given 20 seconds or so.

A 600 player is an average novice who in all likelihood doesn't know the full rules of chess.
Not even a beginner, but a novice, since I classify beginners as "beginning" to learn real chess strategies / tactics, and starting to not worry about not knowing rules / hanging everything.
try to be encouraging to inexperienced players, we want to grow chess and chess.com after all.

and in my standard, i lose a game to an 1100!!!
granted it was a hanging checkmate I failed to spot, but still, it's terrible...

Many, many times. To people much lower rated than me, not so much, but that's another matter.
