What does c4 do in this Sicilian "Trap"?

 to add, it brings about a lock on black's position. The maroczy bind is normally played against dragon set-ups (sicilians with g6), and within these set-ups the main freeing moves of black are d5 and b5, which c4 helps to stop.

I'm a bit curious as to why you would use the word "trap". Care to elaborate?

No real reason its just that when I think Bind I think entrapment
