If you want a rather elaborated formula to help you decide what move to make in a given position you should try "Best Play" by Shashin. Not that easy to read but very interesting.

I think the book by Shashin is useful to analyse your games, or to play Daily games, where you have all the time you need to find good moves.

But here is the position clear, or not? Push the c and b pawns and get a queen. Or do I miss something?

No you are right. However I just want to see the evaluation work in an actual position, however settled that position be. So in the scenario given above what would be the evaluation. How would it work exactly.

White = 11 points  Black = 24 hmmmmmmmm  time for a quick update. Pawns will be awarded one point for every square they move to.  According to that addendum White = 19 Black = 24 hmmmmm

again.  One more try Pawns = 1 point for every square moved to x points of pawns on adjacent files.

Hence the score becomes White = 25 Black = 24.
