I think the title mean’t nf3 not Nf2 so I will go with that. #2 they are asking which is better. Both are fine and only according to what you like.

They both follow opening principles so they are both fine. Though I would lean slightly toward 1.Nf3 because it allows castling sooner. Also for me with with that I play as white, I like to put the knight on d2.
Nf3 has KIA/King’s Indian Attack which is basically the KId/King’s Indian Defense, but one tempo more because white has one more tempo
1.Nf3 does prevent 1...e5.
1.Nc3 does not prevent 1...d5.
At your level, both are "worse" than center grabbing stuff (1.e4, 1.d4).
