Offering a draw when low on time?

You shouldn't be. It's a trade off, and if they used more time they would probably have a better position.

Dear me, I've never suspected that even in regular tournament chess it would be "ungentlemanly" to refuse a draw if you are winning on time (no matter the position, unless of course there is a logical impossibility, like in say K+K, where I have thought the draw is automatic). Not to talk of speed chess, but now I just saw a high rated rapid game here where a draw was agreed even though it looked certain that the other player was going to win on time though otherwise having a losing position. Wouldn't time be a central factor in speed chess? This is not sport, but some sort of elaborate medieval jousting...

But some time controls there is a increment/delay so you should accept the draw if you have a time advantage and the position is drawn. So the Answer is Yes!
