What version of Fritz are you using?
Have you confirmed there are games in the pgn file? (Open it with a text editor to see.)
Are you getting this error when you attempt to open all of your pgn files?
Are you sure you pointing to the correct file?
open new database in fritz

Here are the steps with Fritz 12:
1) Click the Application Button in the far upper left corner.
2) Highlight OPEN and then select (click) OPEN DATABASE.
3) In the new window that pops up, select the OPEN A DATABASE IN THIS LIST WINDOW .
4) Navigate through you folders to find the PGN file you want.
5) Select PGN files (*.PGN) from the dropdown box.
6) Highlight the pgn file you want click the OPEN button. (Or just double click the file you want.)
Those exact steps worked for me, just now, again, using Fritz 12.
