So what's the problem? Or should I say where's the problem? I don't care about rating (or any other) problems at other chess sites, I only play chess here

it is a problem otb in my area people use the rating that they want if the newest hasn't come at the time people are getting rating for team match.
if a player is getting a rating boost they will not use that rating but the old to get another position on the team.
I don't care about rating but why should I play a person that in a tournament that should really be playing in another group just because he didn't want to use his new high rating because they are really slow to update the rating in the area. even though a tournament is over it can take months before the new rating arrive and in the meantime player use the rating they want. either the old rating or the new if it is lower.
Isn't the TD in charge of what rating is used in OTB tnmts? If they're USCF rated tnmts I presume there are specific rules on what rating is used, which does NOT include the participants getting to decide on which rating is used. My educated(?) guess is that in USCF OTB Tnmts the latest published rating is used, unless the TDs are provided with even more up-to-date ratings?

otb people are kind of entering in tournament with wrong rating.
they enter 3 tournament at the same time with the same rating.
let's say you enter a tournament with 1400 you are expected to win 2 games.
but because you have entered in all three tournamnets with 1400 you are expected to win only 2 games in each tournament. let's say you win 4 games in each tournament your rating will increase.
the problem doesn't stop there - they enter new tournaments before the new rating arrive even though they should write the new rating they enter with the old rating.
but if the new rating is lower they will use the newest one.
to get a better position in team match instead of being board 1 they can be board 2 and win more games.

with the internet it should be possible to change the rating each game.
