Overly high level opponents

Why am I constantly being pitted against 1800 1900 and 2000 level opponents? I have been doing a lot of blocking lately.

I should add, these Opponents have a HISTORY of 1800, 1900, or 2000+. Even if they aren’t currently that high-level, they perform at that level. Block time.
