Too many times on the site and app have I moved a pawn for the first time two squares and the opponent sees that I’ve only moved one resulting in loss of material and games. Anyone else? I’ve reported this numerous times still nothing

What do you mean by enforced? If a pawn move meets the requirements for en passant, the other player has to take the pawn or do something else. If they do something else, it isn't available until the next time the condition is met.
