Playing here at Chess.com I have found Europeans, Canadians, Indians,  Bazilians (even me:-) but why can't I find  people from China and Japan?
Is it due of the time zone?

Japanese people are too busy to play chess. People from China just don't have free access to the WWW.

I've seen some. But generally speaking, they are not too much into chess I think.

So, they have to pay? How do they pay? Earn an income like Americans? That sounds capitalistic if you ask me.

1) Yes , China is market communism .

2) To access uncensored internet they have to bypass the great firewall while hiding from CCP . That requires a good vpn which is costly . Not exactly pay but yes .

Tails204 may have hit the mark about the Chinese not having the freedom to access the WWW. However I would suspect that the Japanese have their own board games which most prefer such as GO, Gomoku, and Shogi, Mahjong, just to name a few. If you are not familiar with it, Go is a fantastic game and players of known relatively wide spread ratings, are able to play against each other near equally.

well, chess.com is not within the scope of censored contents.
However, because google is censored, so for Android user, it’s not easy to download chess.com app from Google Play
