I admit it was very frustrating when I was starting out and this would happen to me, but you have to realise that most stalemates are the result of carelessness and it is also a legitimate strategy, especially on higher levels to try and force a draw in a losing position by putting themselves in stalemate.

Better question: Why would you need to promote that many queens? I can understand doing 2 if you don't know how to king and queen checkmate, but you can't even get 10 queens at one time, the max 9.

It makes sense. Stalemate will never be a win in chess because so much of it would be lost. Just think about it. Every king+pawn endgame would be a win and much more. Goal in game of chess is to checkmate the opponent, not stalemate him. You have to make threat to king that cant be solved. You cant pass a move in chess and that is why both stalemate and zugzwang exist. The game is only better because of it. Also you don't need ten queens to checkmate, one is enough. More pieces there are, chances of stalemate increases. When it's my turn to move and I have no legal moves is it my fault or yours?

you cant have 10 queens in normal chess, only 9
