playing a move doubt

"4.7      When, as a legal move or part of a legal move, a piece has been released on a square, it cannot be moved to another square on this move."

My doubt is If a player grab the pieces and put this in a square (the piece touch the square) but don't loosen the piece he or she can move this piece to another square?

The rules specifically states that the piece needs to be released on a square for the move to be complete. In your example, the piece only touched the square and was not released. So yes, you can move it to another square.

I understand the same. The problem is in a tournament a player is taking a walk with the moved piece (in every move) until he release the piece in the final square. In my opinion this looks ugly but apparently he can do it in accordance with the rules.

It's considered rude or childish, but it is legal. So long as he doesn't touch a piece of yours with his, he can keep moving it.
