I'm a self taught player who lacks local opportunities to play live chess... Could someone who knows how computers work suggest to c. Com how to allow players to play people local to them?

Do you mean play local players in person or local players on the site?
The old site used to have a clubs feature (not like the one now) where premium members could find other local members (though I don't recall how robust that actually was). The current club feature could be used in a similar manner, though the vetting of the players would have to be done in some manner if you wanted to really limit it.
That said, members can self report where they are from so it is very possible that the locations are not correct, or misspelled, and then, it only includes a Location field (along with country). It would be possible to include more specific location data, as the old site had that, but I imagine a very small percentage of members would make use of the feature. And again, that data is self reported and may or may not be accurate.
The other idea would be geo-location based on IP but that is likely only regional in nature and depending on how the provider routes their traffic, may be totally incorrect.
