LOL - yeah - this is definitely the path to improvement.
If you're rated sub 1000 in rapid the LAST thing you should be doing is playing faster time controls rofl. People use their clock in chess because they're thoughtful and make plans. You don't see the point to using much time because you don't have any imagination, intelligence, or creativity. While your opponent is thinking/planning several moves ahead, you're just getting frustrated that you can't possibly imagine what he's doing lol. In the end, he makes a prophylactic quiet move that sets up something absolutely winning on the spot, you don't see the point to it at all, and walk right into another loss. Hence, you're rated sub 1000.
Instead of playing rapid, play classical. Even longer games, and learn how to think. Study more than play. Unless you do that, Chess is only going to become more tilting for you, Son.
I think what OP means is that even in positions where they are completely winning (e.g. Q+K vs K) they still use up a lot of their time. Recently, I have decided to take up online rapid again and tried to boost my rating from 1100. Here, I experienced some of the same problems, of having to deal with excessive thinking on hopeless positions.
But maybe thats just because I primarily play blitz and bullet online.

Hopeless positions or just obvious moves. The first game that frustrated me the guy had two squares to move his king and one was clearly better than the other. He had some play after that, so I didn't have him mated or anything, but he took like 5 minutes to think and then made the obvious choice. Or maybe he decided to heat up some food and then made his move I dunno. Annoying though.
Is it normal to use up all the time? Seems a bit much to me, I'm finding it incredibly tilting when opponents do this. I mean we are both below 1000 this isn't Fischer vs Spassky. Incredibly frustrating after I had a passed pawn and then lost my internet connection after the guy had nearly used up his whole time. Hadn't had this before with the lowest ranked opponents, but two 900s players in a row have played like this.
