Exactly. If no moves are made its considered a forfeit. It is marked down on the paring sheet as a "F" with a circle around it. No points are won/lost since no moves are made.

If you are playing with the Black pieces and the person with the White pieces never makes a move to start the game. the person with the Black pieces should be awarded the points. Its the same as not showing up for a tourney match. White takes the loss.
