Problem with chess.com leagues

So I see about two million people in the Legend Leauge, and I see tons of 400 rated players, which means that they just are in there and play tons of games, oblivious to their REAL rating. Sure, there is an occasional good player rising from the low levels, but do these low rated legends really deserve legend Leauge?

My argument is that the lower rated players just rely on the occasional win, not putting all their effort into winning games.
