It depends on what you put, if you say you're a master then they give you 2000. If you say your an beginner they give you 400.
Why do people start with 2000 rating points and others start with 400? I think this is unfair.
@Xhive is correct. You chose your starting level on the website; the apps used to be the same but I'm not sure now.

But it doesn't matter what is chosen. Once you start playing, your rating will quickly get to where it should be, regardless.
