This puzzle is certainly bugged. 5 years and hundreds of tries later the rating is still exactly the same (2618).
It happens quite frequently that a puzzle doesn't have a proper rating (which goes up and down after every try), but instead just a number written there that never changes.
And of course puzzles can't be reported anymore. That would be way too useful.
