It is good that they put five chapters online. They should put the whole thing online, just like FIDE does.
I guess the ridiculous $21.99 price tag on Amazon explains why they don't.
Most of the rules aren't needed for anyone other than TDs. I believe there are also some rights considerations with the ability to release the whole thing for free, based on long term contracts. Not sure US Chess gets much money from the sales either, and likely generates little income.
