Should black try to exchange the queen and rooks to try to maintain equality, or avoid exchanges.

Depends on the position. Should perhaps try to exchange a minor piece.
Equal number of pawns on both wings, both sides castled. At this time, cannot be more specific -- just asking for general advice.
Obviously white is going to avoid trading the minor pieces, but may be possible to exchange the rooks and queen.
