Could it be that they haven't played that format before, so have the default 1200 rating to begin with ?
In any case, sandbagging on a chess site where there is nothing important to be won is very very sad...

If your in a 2/1 in an under 1200 tourney and the top 3 people that win have wins over 2000's and have live standard ratings of 1800+ what should you think? Let this blow over as these sandbaggers can't win their own category or report them?
Or just kinda, I dunno, I dont mind losing to people higher/lower/equal but what suck is when it "seems" they purosly lose to win, kinda disheartening.
