rapid/blitz title

What if you could get a master title by playing otb blitz/rapid and not only classical chess. So for example, to get FM it wouldn’t matter if you hit 2300 in rapid classical or blitz. Would that be a good change?
Titles are something from the 19th century.
We have ratings now. Classical, rapid, and blitz rating.
Weren’t chess titles introduced in the 20th century?

At St. Petersburg 1914 the Czar of Russia conferred the Grandmaster title on Lasker, Capablanca, Alékhine, Tarrasch, and Marshall.
Before that the title of Master was used casually.
