Rating changes against new accounts

Hello,

I read in the support articles that if you play against an account with a high RD (e.g., a brand new account), your rating will change less than usual. However, I just watched my friend play a blitz game (friend's rating was 1525, opponent was a brand new account created like a few minutes prior rated 1600). My friend lost and lost 7 points, which I'm pretty sure is the exact same rating loss as for an account that is not brand-new and the rating is considered "certain".

Why didn't my friend lose, say, 4 points instead? Curious if anyone can explain what causes this discrepancy?

It depends on YOUR RD, not your opponents, I believe.

It prevents losing to someone a lot lower rated and getting docked as much as you would if their RD was low with that same rating. You could look up the exact formula, but since the ratings were close, that's change is more accurate.

So just to clarify, my friend would lose fewer points than usual if say, lost to a brand new 1200 account? But since 1525 and 1600 are close, there is no visible change in the amount of rating lost?
