For (a), that player has won 31 of their games, lost 8, and drawn 0.
For (b), that shows what will happen to your rating according to the outcome of the game. If you win, you gain 36 rating points. If you draw, you gain 5 points. If you lose, you lose 26 points. This varies in every game.
