It' s not underrated, it's just that they use a different rating system which is lower than USCF. If you played USCF you would get those higher ratings.

It just seems to me that in my area (Portland, Oregon), the scholastic players are just too underrated. We usually play chess at much higher levels than our ratings suggest. Most tournaments that we play in use a scholastic rating system and they rarely use USCF. So they are pretty low...
