The Scotch Gambit looks good until someone wises up and continues with 4 ... Nf6 and makes it a 2-Knights Defense.

I think the book analysis from the past 150 or so years shows that White gets a persistent initiative if Black plays a Bishop on move 4 to either c5 or b4.
If you want to play the Scotch Gambit, then you'll need to know how to deal with the 2-Knights d4 lines.
I played the Scotch routinely as a beginner, and did well, but as I met stronger competition it evened out and I lost interest in it. The Goring still has some flavour for me.
