They describe intricate thinking processes behind the exchanging of pieces. Chess must be so hard for the poor souls...

(Has all the conditions explained [rook in question hasn't moved, king hasn't moved, no pieces are stationed between them, no opposing piece occupies the space from a distant threat that would interfere with check and so on]) . . .he nods, "yeah, ok that's what I thought."

He's saying that the guy in question claimed to know all of the intricacies and lesser known conditions, when, clearly, he wouldn't.
