Solve this Riddle if you can

The question implies his home is in India because that's where he starts his journey.  But if, in fact, his home is in Norway instead, (i.e. he is returning home FROM India) then it works.  He simply stays at home for 10 hrs before leaving again

My favourite riddle is this one:

There is a dictator, who controls a very small country with a population of 100 people. One day, he decides to test if his country is intelligent so he goes to them and says "Tomorrow, I will line you up single file so that the person in the back can see everyone else, and the person in the front can see no one. I will then place a hat on each of your heads, either red or blue (the specific colors are irrelevent, you may request a different set of colors, and the distribution of the hats can be anything, 50/50, 83 red, 17 blue, or any combination of hats to make one hundred). Nobody will be allowed to talk or move unless I speak to them first, at which point they may only say one word and that word can either be blue or red, anything more and everyone dies. I will go to the person in the back, I will ask him what color hat he has, and I will begin a timer set for five minutes. At the end of this timer he must immediately say either "red" or "blue". If he answers correctly, he will live, if not, he will be shot in the head, so everybody knows he was wrong. I will proceed up the line asking each person. If you are intelligent enough, you will come up with a strategy to save at least 99 of the people in your town, If not, too bad. good luck." There are no bullshit answers like hold up a mirror, and they cannot see their own hats, there is a real answers.

I thought about it several days and found the solution by coincidence while taking a dump. I had yet to check if the solution actually works after that and was very proud of myself for having solved it.

I'm not sure if this is allowed, but...

The last person in line says the color of the hat of the person in front of him. That person, of course, might die. Then the next person, who knows his own hat color, will say his hat color. He will say it loudly if the person in front of him has the same color, and softly if the person in front has a different color. (This is the part where I'm not sure whether it's allowed). The next person will then know his hat color, and do the same thing - loud if the person in front has the same color, and soft if he has the other color. This process is repeated with everyone in the line, and in the end everyone except the last person in line is sure to survive.

An alternative to loud vs soft could be saying the color immediately vs saying it after the timer runs out (or are they only allowed to talk as soon as the timer runs out?).

I know where this came from. But why is it a human I don't get it.

A person starts out crawling (four legs), then learns to walk (two legs), and then needs the assistance of a cane in old age (three legs).

As for the original question, the way it's posed does not specify that he actually uses a car when he departs.  It simply lets you know how long it would take by car, and then in a separate sentence says he goes there without specifying how.

Thecnically, it's the stages of life.  A baby crawls on four limbs (two arms two legs), an adult walks on two limbs (two legs) and an elderly person walks with three limbs (two legs and a cane).
