Certainly 100 is impossible if the difficulty increases and you have to solve them.

How can you cheat in a game where you need to play in 1 second?
By "difficulty increases" I'm distinguishing between a PR format that potentially gives you a set of puzzles that are easy for you to solve. In such a case clearly it's possible to get over 60.
But with the current difficulty curve, and an arbitrarily large number of puzzles in the pool, Naka may be correct about the upper limit.
If chess.com bothered to improve their puzzle pool (I don't expect them to because cost/revenue analysis and typical short term thinking of businesses) then only super GMs would be at the top of the leader board.
