I think Bacon nailed it. I'm terrible at endgames, but this one I could figure out. As far as what it's called, would it be a kind of overworked king situation? The side to move first can create threats on both sides of the board. (If White to move, 1. a5 freezes Black's queenside pawns.. If Black to move, 1...b5 creates a queenside passer.)

I don't think so. If it's Black to move, 1...b5 puts the White king outside of the square of the pawn. White can't catch the black pawn.
