What is the relationship between TT and live/OTB chess skill?  If you, for example, have 1600 in TT is that a good indication, roughly, of your playing strength?

Also, how do problem ratings change?

There is a relationship, but it is probably inflated by at least 100-300 points, IMO....

 

SOme of it depends on your memory, the better your memory probably the better you will do at TT but not necessarily in OTB games on a 1:1 with TT

 

A closer approximation (to FIDE or USCF etc) may be the Live standard or 45/45 rating

I think TT is a good indication if your playing strength especially if its backed up with a good standard (not blitz) tactics rating elsewhere...like on Chess Tempo. But its all about being honest with yourself when it comes to using the TT. I see many people cheat on the TT by exploiting its loopholes. And that is just silly.

Actually the ratings of each problem go up or down as people do the problems. If a high rated player gets a problem wrong, that problem will rise in rating. If a low rated player gets a problem correct, that problem will fall in rating. The rationgs of the problems come to a "pretty good" estimation of stronger/weaker problems this way. A problem rated at 1100 with thousands of attempts *SHOULD* be much easier than a problem rated at 1700-1800 ...if that problem has had a sufficient number of attempts. Yes there are more advanced/better rating systems....But I wont bore you with math...suffice it to say this rating system does the job and should 'stratify' the problems sufficietly, unless you are REALLY strong (maybe over 2000/2200 in TT?)
