Yep...Most are just worth a temp ban, and after some time goes by i unblock them and never hear from them again. Then there are the "persistent" ones that just stay banned.
Same. I just report the persistent ones and they go away by themselves

I like the system where blocking people makes their content (posts, etc) invisible to you. If a lot of people block a spammer, then they can keep spamming... but practically no one will see it. In chess.com's system, you have these mentally ill people who block half the forums and set up their own little fiefdoms of crappy topics that hardly anyone posts in. That's not a forum. I can think of at least 3 people like this right now.
But other than the crazies, you have people who are blocked because they accidentally offend the OP, and now that topic isn't open to the full community. Lets say I'm a new player looking for information on attacking, and I find a topic, but little do I know a lot of people with good things to say weren't allowed to participate.
Well, I guess there are pros and cons to every system though.

I block the following:
Trolls (unless I find them funny, like Macer)
Spammers
Iterations of 2QIC
Rematch Crybabies
Abusive in chat
Abusive messages/notes
People I suspect of cheating
People who abandon games
People who offer draws in dead lost positions
People who never resign (in egregious circumstances)
People I get keep getting paired up against in Live even though I want to play other people. This doesn't happen much (and it isn't their fault), but sometimes I want to play someone new and don't want to be paired with someone repeatedly so I block them to stop it from happening.
What I would like is for my block list to let me add a little note as to why I blocked them so I could undo it if it doesn't need to be permanent. It could also indicate or remove closed/banned accounts from the block list.

In fact, I calculate that I spend at least 3 hours a day being annoyed at someone or something.
Some say at that rate I'm wasting 12.5% of my life.
But I remind them that on average I'm only awake 16 hours a day, so I like to think of it as wasting close to 20% of my life.

Not really understanding your comment, although I take it that it's directed at me. I think my rationale for blocking is quite reasonable and it seems like it would be difficult for you to ascertain who possesses those characteristics you listed
