Time Control Question

I understand most of the following time control setup, but wonder what happens if, during the first period, one or both players have not made 40 moves after one player times out at 100 minutes?
The time control is 100 minutes for 40 moves, then 50 minutes for 20 moves followed by 15 minutes to finish the game, with a 30-second increment from move one.

If a player fails to meet the conditions of the time control, the other player should claim the win on time.

So, using this time control a player would have 3 opportunities to lose on time.  Thanks, Martin.  All the info I was able to find online mentioned that an official would check the number of moves after each of the first two periods, but did not say what would happen if the # of required moves had not been met.

In the first time control, 40/100, the first player to run out of time loses. It is impossible for both players to run out of time simultaneously.
