Tips for getting quality new members in a OTB Club?

Ok, thank you for your advice 
I'll work to answer those problems/questions. I didn't think about all of those factors fully.
We would like to get more members in our club, but would like those members to be those that already have a passion for the game and are looking to seriously improve and play in tournaments.
Do you have any tips for how to get those types of players but not have casuals or those just learning chess to be at a minimum?
