Divisions doesn't count. Divisions measure that how many a member has played. If a member has 200 elo, plays 1000 games in a week, and wins 200, he wins instead of who has 2000 elo, and played 100 games and won 100. So divisions doesn't count, but elo does.

Rating is all that matters. A player rated 800 with 100 games isn't much different than a player rated 800 with 10,000 games. The latter has more experience but still plays at a 800 level with that experience.
