Again, a source? While I may not catch everything US Chess is doing, this topic is the only thing I have heard about in regards to something like that.

They may be at scholastic tournaments, but they are not official USCF titles.  Its just like some martial arts schools have a camouflage belt, because it appeals to kids.  Even though its not an "official" belt.
