Yes, it's quite unpleasant. In general, correspondence chess is quite specific, so I gave it up. Chess strength can be measured when people come and play right here, right now, live. And when a person can spend 3 days on a move - it's like solving puzzles - you can postpone it for later. The regulations even allow the use of reference books - and this is bordering on something dishonest. So I stopped playing correspondence chess a long time ago.
It is a normal feature, yes, but I have personally never used it. It is easy enough just to plan ahead and stop accepting new games when you're getting close to your vacation, assuming you really don't want or can't play a move every 3 days while on vacation.

So, the person I'm playing let his clock go down to 100 minutes then put in another vacation. This is ridiculous. What's the point of the clock if you can keep pausing it?

Vacation is useful when you're playing multiple daily games and want to take a break or when you're actually on vacation . It's possible to take some time out to play a move but the choice depends on the person whether motivated by circumstances or choice . You could try analyzing the position as you have more time too and make conditional moves or notes
After about 6 moves the person I was playing clock shows a 4 week vacation. We were playing with a 3 day clock. Is this normal?
