Yes, you are correct. It gives a time advantage to premium members, However, the advantage is very small and it seems like a civilized thing to allow.
Most people use it as it was intended-- to cover their actual vacation time when they are off the grid.
A few use it to prolong already decided games. That is unfortunate.
