It looks like Comoros has no GMs or Fide Masters, so all you need to do is bring a bag of money, organize a Chess tournament, win a few games, and become a NM in the country. NM is a very loose title with no(?) recognition by Fide.

I agree with you, but if most countries don't have an NM title then FIDE CM is the lowest.
