What does it mean when a forum topic gets "locked?"

It can be verified where an IP is being used. If it turns out to be public their hands are tied. If it turns out to be the same one, same mac address and a repeat cheat, it is the same bozo in their place asking to be banned...I have seen this used effectively at another site. If you get banned unexpectedly and without just cause, they can verify your location and innocence and restore you account...

It wasn't my intent....I was enjoying the posts about chess.com's credibility....it is interesting how some people do get quiet when you point out certain things though, now that you mention it....

The Roman "Nemo" or the Greek "Outis" - Nobody- was the name Odysseus used to fake out Polyphemus the cyclops.
I am not a tech wiz, but it is my understanding that banning IP's has a lot of negative, unintended consequences.
