No, that is not customary.

Well in fact I dont really know if it resets youre rating or not. But it might be a side effect for being muted.

The rating reset was probably because the staff took his "selling my account" joke too seriously. Since, according to him, the owner of the account is now a different person, ajttja's current ratings do not accurately reflect the skills of the new person, so they were reset.
I don't know the reasons why ajttja was muted, but if it was because of his abusive attacks on Sebleb, I can say that (in my personal opinion) it was well deserved. Not only did this group led by ajttja troll SebLeb's free coaching thread, posting nasty comments and unsupported allegations, they stalked SebLeb on his other threads and even created threads solely for the purpose of making fun of SebLeb, who was only offering a free service to anyone who was interested. If some folks felt that SebLeb was not qualified to offer coaching services, they are entitled to their opinion and can simply not respond to SebLeb. Arguably, they have a right to post that they do not feel that SebLeb is a qualified coach, but the incessant attacks and taunts crossed the line. I would argue that such harassment merits chess.com revoking the accounts of those posting such comments.
