What is the difference b/w a positional move and a strategic move?

a positional move doesn't need to be strategic. it can be made without a clear plan. the best move in the absence of a clear plan will be positional by nature. positional moves concentrate on piece placement. King safety, pawn structure, piece mobility etc.

I haven't ever heard of these two things as well-defined.

To me, strategy is your overall goal in chess - which is to activate pieces and gain material, and maybe your smaller steps to get there.

Positional chess is purely relating to maneuvering to increase piece activity relative to your opponent's, perhaps at the sacrifice of material, but not gaining material. 

At least that's how I see it.
