Yeah, maybe. I'm not sure the difference is really meaningful. You could say that development is just getting your pieces out from their home squares in the opening, whereas "strategic positioning" is doing something a bit more specific to the needs of the situation...but I'd say it's a good idea to try to combine the two whenever you can.

developing for the sake of developing is what real fish do. developing all the pieces in some way that they all work together in achieving a clear specific goal/purpose is what improved fish do (some of the time). at least this my sense of it.
