What is white is positionally winning mean?

Hello, I'm solving strategy puzzles on a website and in the analysis it says white is positionally winning with +/- mark. What is it mean? it means white is winning but can't find tactic?

It simply means whites position is better. Better piece placement. Better pawn structure. Better space advantage. Better control of key squares and files.

Material isn't everything. If your pieces are stuck doing nothing, they might as well not exist at all. You can be completely winning with equal or (rarely) less material than your opponent if your position is very dominant to the point that it's almost impossible for them to find good moves.
