My friend is an arbiter. Based on the picture, he told me that the result was draw. 

The  detail of the game:

White move Rf8+ in the same time run out of time. this is  a time control game.  The game ended with a draw

The reason game was draw is if the game continues, followed by a series of forced moves Rf8+ Qxfg+ Qxf8+ Kxf8 stalemate. black still cant win.

I think there's no point playing chess using clock if black draw or cant win.  but i accept my friend's judgement.null

Clock should decide the outcome there, regardless if there’s a forced stalemate on the board

Under FIDE rules:

 

Assuming white released the rook before his flag fell, article 6.9 decides the outcome:

"Except where one of Articles 5.1.1, 5.1.2, 5.2.1, 5.2.2, 5.2.3 applies, if a player does not complete the prescribed number of moves in the allotted time, the game is lost by thatplayer. However, the game is drawn if the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves."

Draw is correct outcome.

I agree with the draw. The only legal moves result in stalemate. It is totally forced on both sides.

It took me a while to realise that Qxf8+ is check.
