I think the hardest barrier for most people is ~1200. Yes, 2000 is hard, but relatively few players even approach it considering how many people play chess (on this site). A lot of chess players are below 1200, which is probably the first barrier people have (somewhat) struggled with.

I dont think there is any specific level that's hardest. I was stuck in the 1300-1400 USCF range for around 1 and a half years but went from 1000 to 1100 in a couple months, while my friend has been stuck behind 1100 for near three years.
