I think the hardest barrier for most people is ~1200. Yes, 2000 is hard, but relatively few players even approach it considering how many people play chess (on this site). A lot of chess players are below 1200, which is probably the first barrier people have (somewhat) struggled with.
What rating is second hardest, besides 2000 rating barrier !?

I dont think there is any specific level that's hardest. I was stuck in the 1300-1400 USCF range for around 1 and a half years but went from 1000 to 1100 in a couple months, while my friend has been stuck behind 1100 for near three years.

2000 or 2200 or 2800 is hardest. Anything below is easy compared to that
To me, it is around 1200-1400. I have been stuck at this level for several months
