Alot of people are reacting to the insults they have received in the past. Rather than risk you being  a jerk they choose silence while playing.

A couple of reason why people disable chat when a game starts:-

1. They don't want to get disturbed by their opponent during the game

2. Avoid insults - Many words that are insults are not banned or simply cannot be banned e.g. calling someone a chicken, or a moron or a monkey etc. Like it or not there are many players who adopt this dirty tactic of insults just to distract the opponent.

So if you opponent disables chat it has nothing to do with you as such. 

Can people talk if they are playing on a phone cos I can't.

Idk I never have played on a phone. Only I pad and I can

talk either.
