Learn the difference between "to" and "too". They're entirely different words that mean entirely different things. It's not hard.
When is it TO LATE to become a CM,FM, or NM

Online chess isn't just for fun. It provide you ample opportunity to play a lot of games and improve your chess.
I have never played in an OTB rated tournament. But I have improved my chess significantly just by playing online.

Yes, it is possible for you to achieve CM, FM title etc. but you need to play at least 90% accuracy all the time lol. which is completely overwhelming for you, you also need to study almost all the chess openings, traps etc. and also you need to master middle game strategies, endgame strategies, square weaknesses etc. in order to get that sweet title but the worse part you need to play OTB in order to achieve a title, in my own experience playing OTB it was hell, you need to play the game for 2hrs. unless you got lucky beating your opponent in just under 20 moves and afaik. OTB chess is far more complicated than online chess.

otb games can go for like 6 hours lol
i'm only 1800 USCF or so and i consider a game that's over in under 3 hours short
I really started getting into chess about 3 weeks ago and my rapid rating has progressed by about 150, I am currently rated about 550 Rapid, and am 15 years old. Is it still possible for me to achieve a CM, Or FM tittle in the future? or am i to late?
