When playing as black, at what level is it no longer to win simply on tactics

The first thing is to be honest with yourself. Your tactical ability is that of a beginner. You are missing way many things to be claiming "Im only good at tactics"
Follow opening principles.
Double check your moves.
Work on not missing simple tactics, and not hanging pieces.
The first move advantage(if we assume there is any , many GMs doubt that) is absolutely insignificant for levels under 2600 FIDE.
Tactics can help you but if you don't understand strategy then your pieces will be always in wrong positions(disorganised).Your only hope will be that your opponent will blunder a fork or a pin.Is this really the chess you want to play?Do you really want to be an ignorant that only wins when his opponent blunders something?
The reason I framed my question this way is that I find as black, if your opponent has a non-passive opening, you are forced to react and it sets the pace for the game.

And why is that a problem?
How can you develop a strategy as black to counter if you do not know what your opponent will be doing? I doubt that their are openings in place where black can set up a strategy regardless of what white does. (Assuming aggressive opening)

Sorry I was not clear, I don't have the tactical ability of a GM, however compared to other aspects of chess it is what I am currently best at.
I only play 5 minute Blitz and I'm 1200-1300ish, but sometimes I go on drunken binges and my rating plunges to 900 levels. Then when I sober up I CRUSH all opponents with amazing combinations and beautiful tactics. Great fun! But eventually my rating climbs back up to 1200+.... and then the fun stops. Boring chess begins - nobody screws up openings, nobody blunders, and games are decided by a single pawn and boring endgames. That's when it's time to start drinking again!
At below 1600 in blitz, there are abundance of blunders and tactical opportunities. You just need to improved further your tactics. Endgames and strategies are fun if you understand it and you are the one doing at against your helpless opponent.
