When should you play and not play c5 in the Queens gambit declined as black?

I'm at 1900 rapid atm and i never know how to correctly time c5 in QGD, it seems every time i look at the computer review i either play it too late in the opening or it ends up hurting me. Here's the position here, I was better , and c5 lost all the advantage. Just wondering if there is a checklist I should be considering before playing such a move in this structure.
